Yes, unless you switch it off — and you can.
Can you turn GitHub Copilot's training off?
For Individual: Settings → Copilot → uncheck "Allow GitHub to use my code snippets for product improvements." Business and Enterprise plans exclude code from training by default.
Is what you put into GitHub Copilot private?
GitHub Copilot Individual may collect code snippets and telemetry. Copilot Business and Enterprise do not retain prompts or suggestions and do not use your code for model training. Individual plan telemetry can be limited in settings.
